by Aselan That piece of tech is a good protection against missle-ships late in the game. I tend to take the tech, put it aside and see whether I need it or not. Saved me several time.

by Radziol Requirement for Influence action is your hex or ship and Alliance rules doesn't change it explicitly, so you can't.As far as I remember, 40 is not your limit.
