The starting hex seems a little resource rich. Most alien races don't get three basic resources (humans do and Lyra does, but Lyra needs it for shrine building). I think you may want to take away one of the basic resources.Neutron absorber is obviously a really nice tech. The colony ship power, on the other hand, is just a weaker version of neutron bombs, so I don't see that being particularly overpowered.
Other than nerfing the homeworld hex a bit, this seems like a good starting place for the race. The next question is what starting tech do their ships have and/or what are their ship blue prints?
