Rare techs are drawn in addition to the normal techs, they don't replace normal tech draws. In terms of tech draws, adding the RotA additional base techs makes Plasma Missiles slightly more likely to come up, but makes Neutron Bombs less likely to come up. So even though those effects could be discussed it seems like a wash.

I read them before but I don't even remember what they do and quite frankly I don't feel like even bothering to look, since I see them just as holiday sillyness (like the Santa race) rather than something to be factored into legitimate strategy for Eclipse. If you use them and want to talk about them that's perfectly fine, I just don't have any interest.
