Of course not, the Expansion is called Rise of the Ancients for a reason!

If you want to preserve the balance of the original game, don't use the expansion hexes. The expansion hexes are better defended than normal Ancient tiles, so removing normal ancient tiles from the mix will not fix the "problem" (it may worsen it by making it more likely that Ancient homeworlds/hives are drawn).
