I wasn't paying too close attention beyond "he never has much resource storage," but yeah; he must have been trading materials to have not been able to build many ships.

Good point. Had I had fewer ships, +4 computers would have been good. And yes, all Ion Cannon for me; I didn't get the only Plasma Cannon tech to show up, and those missile techs came out very late in the game (possibly last round).
