I think you're being a bit hard on their negatives. They don't really have that many. As far as I can figure, the only real negatives they have are:
- No dreadnoughts. But I wouldn't really call this a negative because it means they can put all of their attention on their small-craft (which are friggin' awesome) and are spared the massive investment decisions that dreads require. Plus they have 4 move activations which I think pretty much covers the real advantage that dreads offer: firepower for fewer actions.

When it is all said and done, they have the potential to have less fire power in combat.
No need to list the positives, as I have explained above, I like the Rho Indi and I like to play the aggressive.
- And only 2 colony ships. This is undeniably a disadvantage, but considering how much jumping around the board you'll be doing, chances are you'll be using a few influence actions to move disks around throughout the game. Probably more than most races at least.
Beyond these, I'm not really sure what you mean by "SO many" negatives.
Everything else are pluses from what I can see, so long as you stay mobile and aggressive, ideally without pissing off too many opponents at any one time.

Their ships all cost more too. That is absolutely huge.
