Each ship (or starbase!) prevents one enemy ship of each enemy player from leaving the hex

means that each ship (of player or ancients) prevents one enemy ship of each enemy player from leaving (as ancients do not leave the hex). I see no problem here.
Base rulse:
The Ships exceeding the number of opponents may move.

Cloaking rules:
Cloaking Device: Opponents need two ships to pin each of your ships.
