I don't see anything overly inherently wrong with this except that it gives additional forknowledge of which sector 2 hexes to expect in the sector 2 pile for more experienced players.

I'm not sure if it's specifically written that there have to be only 11 sector 2 hexes in this pile, but for the 7-9 player setup, it does suggest there should be 12. So I would assume that to add to the mystery of what to expect in the game, that only 11 max are intended for fewer players.

Beyond that, I'd be interested to hear what a 9 player setup would be like with fewer than 7 players. My initial worry would be that it might detract from the contention of the game and limit player interaction. Particularly if there are too many ancient cruisers randomly dispersed in the 2nd ring.
