They can certainly move more, but the others can simply build in any sector they control. Build and fight the attacking RIS, and then force attrition. Their higher costs of building will greatly affect them in the long run.

I'm more referring more to the RI's ability to plow through sectors in the beginning (Ancients for the most part, but players too, if the opportunity presents itself) similar to the Drako in a way, but instead of making friends with the Ancients, blowing the crap out of them for early rep, discoveries and high-value sectors.
Beyond Ancients though is their relatively high mobility. They can easily move their sector control with their ships and aren't as concerned with having to pull out of sectors, if required. If they manage to secure a heavy economy, which is easier for them than most, then they can even afford to have a lot of influence on the board at any given time too.
