Assume the following: In the beginning of the upkeep phase, a Magellan player has not enough money to pay his upkeep costs. But he has unused colony ships, which he could swap to get money. This additional money would be sufficient to pay the complete upkeep costs. Without swapping his colony ships, the Magellan player would be forced to remove influence tokens to reduce his upkeep.

Now the question: Is the Magellan player in this situation allowed to voluntarily omit the possibility to use his colony ships (or use them for different recources), to do a "tactical bancrupty"?
