Unfortunately, I think one issue will be that the first few players may end up being able to research twice before the last few get a first chance, so it would mean that the player with the 2nd marker should hold onto it until the player immediately preceding them is ready to pass on the 1st marker.

Fair enough. What if any player could research with either marker but if both players wanted to research at the same time the player with the primary marker gets to pick a technology first?
