I didn't think this was a variant, I thought this was the normal way to play: First put out tech, then choose starting race, then play order is reverse of choosing order.
As far as cloaking goes, I think it's awesome. It makes it really hard for your opponent to defend against neutron bombing interceptors unless they have ships covering their entire empire.
Base rules say starting player plays first and selects race first.
Cloaking and neutron bombs are super strong.
