I understand the neutron absorber to 'thematically' represent fortified planets, planetary shields or, as in this case, an especially tough species. I feel it's a perfect fit. Also stronger ships and better weapons.

The 'original' Bulrathi had a large disadvantage in researching computers, so, if you need some disadvantage, they could for example never get any discount in researching nano technology.
