It means when you get bombed, your cubes goes to graveyard, but your influecedisks goes to disk track. The bombing doesn't reduce your science and production that turn the bombing happens, but you don't have to pay the upkeep for systems you lose. Getting bombed is profitable in gold.

And if the bomber is your to be ally, its a win/win situation.

True. And using cubes from the graveyour should be avoided.

Yeah I know its not a perfect plan and has weak spots. But if it worked even partially, You could be able to annoy everyone else in the game.
