It's one of the softer counters, and for two reasons: a) it makes Antimatter Cannons more viable, which in turn gives you more of a reason to use them instead of missiles. b) A pure anti-missile build has a bunch of hulls and probably shields (depending on how low you can push their to-hit number with shields), and just one gun (and maybe a computer). It's really good at defending against missile ships, but if they have an avenue of retreat open, it's bad at destroying them. Antimatter Splitter turns one gun into four guns, because full-missile boats have no hulls.
