We're making the same argument for different resources. I don't disagree that more Money for more Actions is good, I just don't think that it is as important during the first few Turns (definitely necessary for the last Turn). If anything, I think it is better to pass first during the first few Turns, and have first pick of the new Tech.
The Tech that I think this race needs to be competitive (Advanced Robotics, Fusion Drive, Fusion Source, Improved Hull, Nanobots, Neutron Bombs, Plasma Cannon) is relatively cheap, but just the same, it is preferable to have said Tech sooner than later, as you will reap their benefits sooner, and possibly block your opponent(s) from Researching that Tech (don't let yourself get blocked!). Thus, you should supplement your Money with the Orbitals you will eventually Build, and not your Science.
