Without Cloaking Device, I don't see that they have that. And that's only one draw out of a big bag. Double the ship activations is nice, but that's really their only unmitigated bonus (the slightly better ships also cost more, and money from combat means that you have to get into more combats to make it pay off).

Especially considering that generally, not every other player is likely going to be focused on just you, unless you specifically give them a reason.


No, true, but slash-and-burn in their systems might give them a reason... :D

To me, it's more about the fact that I expect to have one guy storm my systems in the end game, and I don't necessarily know early-game who that is so that I can pre-emptive strike him and make sure he can't afford to build all of his Dreads + Cruisers. To me - I'm going to look like an inviting target to anyone with a giant fleet looking for somewhere to point them for the late game VP grab*. Maybe RIS can fight them off with Starbases, maybe by going around and trading territories, maybe by just dispersing (man, how I'd love to be able to guarantee Cloaking Device with Rho Indi).... don't know. Any of those sounds like it might be tough.

*Planta, Rho Indi, Exiles... all seem to me like they'd be the inviting targets. The problem with Exiles being that they are guaranteed to get Cloaking Device, and that's excellent for the "disperse into a swarm of bees" strategy with Neutron Bombs.
