I can understand ppl's frustrations with the Exile orbitals being weaker than starbases, but that's not so much an issue with me as much as that they have 0 initiative. I can understand them having fewer slots (I mean they're orbitals after all, they're living space, not battle stations), but I think the lack of initiative is kind of odd.That being said, the fact that they can pin enemy ships is pretty cool. But moreover is cloaking device and their ability to pin. If you have a fleet in the same hex, this allows you to move most or all of them right past the invaders to cause hell in their now likely undefended space. Or send 1 or 2 ships past them and overwhelm their attacking fleet to force them out of being able to retreat. Mind you this assumes you've managed to accumulate some materials and that they haven't been overspent on orbitals, of course.
I think you have to be ready to play the Exiles like nomads and cloaking lets you do this.
