Are you sure you're using them correctly? What you want to do is replace your weapons/computers with interceptor bays, move, and then replace them again before combat.
Certainly, that's the best-case scenario and it may not be always possible, but you should definitely not go into combat intentionally with the bays still equipped. As they cost two power and only provide a hull point, carrier ships will fare poorly in combat.
What you can surmise from that is that interceptor bays don't save you as many actions as it may seem.
For comparison:
1) Upgrade 2 IBs.
2) Move carrier and 4 interceptors. (And one additional ship.)
3) Replace IBs with weapons.
For the same three actions, you could simply move six ships on their own.
Hmm.
It seems Interceptor Bays are even more situational than I thought. They're still great for the Mechanema, but everyone else needs to consider closely if they're worth it. One thing they allow you to do is move more than one ship with a Reaction Move.
