Pinning doesn't happen by player in this case because according to the rules "Allied Ships do not pin each other. They are added together when checking whether they are pinned by opponents." Nowhere does it say that you "pick" which ships are pinned. That is purely a function of fleet size and, now, the cloaking device.The key is the total value of ships you are pinning. You have five ships worth of pinning power. If you are opposing say 2 ships from A (with cloak) and 3 ships from B (no cloak), you have a "pinning power" of five, for lack of a better term. But there are currently 7 ship points you need to pin. If player A moves one ship out, there are now 5 opposition points left (one from A, doubled to 2 due to cloak, and 3 from B) and they are pinned. If, on the other hand, player B moved out first, there are now 6 opposition points left (two ships from A, doubled for four, and two ships from B.) This means either B could move one more ship out, making the total 5 to 5, or A could move a ship out in which case you'd have a 5 to 4 advantage.
In either case keep in mind that the cloaking device doesn't work both ways. That is to say, if your five ships are pinning his two cloaked ships, his two cloaked ships are only pinning two of your five uncloaked ships. He can't move out, but you can. The cloaking device doesn't "cancel out" another cloaking device. It only makes it HARDER for opponents to pin you. It does not make it EASIER for you to pin an opponent.
