I agree that 12 rounds is a better number than 18. You would be surprised at how much can happen in 3 rounds.

However, I disagree about not much battle. I'm now somewhere around 30 plays, and I find combat to usually be starting around round 5 with fights almost every round at that point. It does depends on the group and the number of players, however.
