I'm pretty sure I'm going to play with most of what ROTA has to offer most of the time, but there's a bunch of components that are only used for 7+ players games. So in total if you're not playing 7+ a lot then I think the expansion is a little expensive - compared to the base game (which I think was cheap)!
Btw, which components are you referring to?
I think that if you are playing with 6- players the only components that you cannot use are the extra technology and reputation tiles. Even the secondary action pawn can be used but it is not recommended if you play with fewer than 7 players.
I have had a game recently with 6 players and we have used everything except the extra tech tiles (basic), the extra rep tiles, the direction of play tile (we have used the variable turn order unofficial variant) and the 2 large pawns and we have had the best Eclipse game so far! So I think that 40 Euros it is a very logical price for all that, even if you are never going to play with 7+ players
