That depends purely on what you get in return. I haven't played RotA but giving the beta reports, reviews and session overviews it's going to be a lot of stuff packed in there and we don't even know all the details yet.
I do remember someone even commenting that just the sheer size of the expansion was enough to stand as its own game and we already know that there's going to be a mini expansion included.
