I should have said at least 3 cash income, but basically I miscounted, presumably by forgetting their starting Science or double-counting the influence disk on their home system.

They start with Fusion Source and 2 Science, so Quantum Grid costs them 13 Science. They can get 3 Science by flipping their starting Colony Ships, and 5 standard Influence Actions (not the one they have now, in other words) could get them the other 10 Science. Then they have to spend a Research Action to actually get the tech. Thats (6-2) = 4 Actions, leaving them with 3 Upkeep. My initial count had it as (7-2) Actions, which would leave 5 Upkeep, unable to gain cash by taking Influence Actions, and enough to require them to have either 3 cash income or trade in all their starting Materials to avoid bankruptcy.

Initial science: 2, initial money: 2
1st action: Get 5 science, now at 7 (upkeep at 0)
2nd action: Get 2 science, now at 9 (upkeep at 1)
3rd action: Get 2 science, now at 11 (upkeep at 2)
4th action: Get 2 science, now at 13 (upkeep at 3)
5th action: Get 2 science, now at 15 (upkeep at 5)
6th action: Purchase Quantum Grid (upkeep at 3)

So thanks to the initial money and science they wouldn't need an economy planet to pull off the move if their influence action wasn't reduced. And you can do it even faster if Research Lab development tile is available. But I'm not claiming that they don't start with an economy planet. :)
