These questions actually came up during our last game, when Hydran drew an Ancient Technology Discovery Tile around turn 7. I couldn't find an answer in the FAQs.Question 1.
Suppose I draw an Ancient Technology Discovery Tile. When I look for the cheapest Technology Tile, do I include Rare Techs?
Reading the rules literally, one might answer "no", because the base game rulebook says to take the technology from the Supply Board
Ancient Technology: you may take the cheapest Technology Tile you don't already have from the Supply Board and place it on your Player Board for free. Discard the Discovery Tile.
while the RotA manual reads:
place any Rare Technology Tiles you draw next to the Supply.
So, strictly speaking, Rare Technologies are not on the Supply Board. But I wonder if I am reading the rules too strictly. I wouldn't be surprised at all, if the intended ruling were different.
Question 2
So, in case one were to count rare technologies: what price should I use to decide if they are cheaper? Namely, is Antimatter Splitter (price: 5/5) cheaper or more expensive than Advanced Robotics (price: 6/4).
The FAQ only clarifies:
