An important note to make is that, using Wormhole Generator, it is possible to explore hexes from Sectors that does not have any connecting wormholes.Or rather, it is always possible to explore a hex even if you do not have any connecting wormholes on the sector you are exploring from, you can simply not place it unless you have wormhole generator, effectively wasting an action.
