To win the way you want to win, you will need to force him to fight you on your terms. This is difficult to do in Eclipse once people understand how the pinning and movement rules work.
You need to be mindful of hex placement, especially early. You want to limit connections into your zones of control so you can fortify the choke points. You also need to be getting your fleets into the "high value" hexes like the center and his home sector.
You're going to have to accept that as a weaker military, he's not going to want to fight on your terms. (As a Yank speaking to a Brit, I have historical insight on how this works ;) ) Remember the game is about efficiency. If he's snapping up low-value, few planet hexes then he's going to have a less efficient economy than you. At least he should - make sure you're focusing on only holding your most valuable hexes. You want to be a lean, violent machine.
In the end though, he's playing the game correctly. You can't always win Eclipse through pure military means - especially in two player. Get a couple of other players in there, and suddenly there are a lot more variables for people to consider before they pull shenanigans like that.

Thanks for this, finally an intelligent and constructive reply (putting others to shame really...). Maybe it's simply a case of knowing when to stop massive military advances and concentrate on techs for the sake of points, or monoliths, etc..... still you've given me something to think about seriously....I mean, it's a good thing I have the military muscle and the economic dominance, it's just knowing what to do with it and how to redirect my actions from that into points....
