Admittedly I have yet to see this tech bought and used in a game, and I think I've only seen it on the tech board a few times. But I don't think it necessarily needs to be altered from its current state.

While it is a rather circumstantial tech, and obviously only if it even becomes available, I'd still consider it a decent tech, for some species more than others. I could see this being expertly employed as is for Mechanima in particular.

I think that making it an always available tech, or one that can be equipped outside the blueprint could easily make it way overpowered if a player manages to get a heavy material budget.
