It seems to me that the only practical application of this would maybe be if you needed another military science on the last turn to gain vps.You could research it to reduce research costs, but given that every other military technologies in that track is more useful to the Exiles, the existence of rare technologies, and the limited research slots you have on your track, this probably isn't a very good idea in general.
