"Nothing in the rules says that you can't do it" is a poor argument we've seen many times, and could also apply to things like eating the game board and playing with Monopoly pieces. The rule book isn't a 1000 page legal document written to forbid all possible outcomes of the human imagination applied to Eclipse.By far the safest assumption is that you cannot do something unique and new with the Rho Indi trade mechanism, simply because it is never outlined that you can. If this special case of trading was allowed and not spelled out, that would be a fairly hideous oversight. So play on with the knowledge that you probably can't do it, while you wait for the official proof.
