The quote in my last post quite consisely explains the rules governing trade and notes that, while trade rates may differ, you always follow the same basic principle to exchange units "of one Resource (Money, Science or Materials) to [1] unit of any other". The Rho Indi section does not mention any deviation from that rule. That is why I see no reason to doubt it.
