My Tips:
Offer anyone you can diplomatic relations. If it is early on players will generally trade with you for the early production boost and you can always attack them later in the game (which you most definitely should), since you don't get the -2 VP for being a traitor.
Your starting hex is worth 0 VP so I abandoned it early on. Just keep battling. Go for ring Is, IIs, the GC and other players starting hexes The money gained from battling is invaluable for this race, as money production may generally be low. And you can trade that money in at 3 to 2 for materials for more ships and science for better ship upgrades, then battle some more. You can usually take many more actions as well that would normally bankrupt you, since you will get that money back through combat.
The 4 ship activations is my favorite. Combine that with decent drives and you can move all over the board in a single turn. Last round spam your opponents as much as possible to conquer multiple VP hexes. Neutron bombs really helps.
That's how I played them but like I said I didn't win maybe someone else has a different strategy.

I agree with everything said here...
if you end the game in your home sector then you have messed up or are playing against people that are very none aggressive.
Move around lots get in peoples back sides... wormhole generator is your fried, same with cloaking device.
My last game i played i got in second and by round 2 i only had 1 system producing 1 material (due to a planata who found 2 cruisers on round 1). However i bounced back and had a crack at first... my ships were in everyone face.. you need to fight fight fight that money infusion is so important. I only had 2x science production the whole game (for the last 2 turns in had 4) but managed to get the necessary tech by trading that 3-2 is so good.
