I've been noticing in the games I've played is that warp portals tend to often be avoided by most players. The systems they are in are only OK and the 2 vp seem like a better deal when you are uncertain where the next warp portal will pop up.

I think a simple variant that would make the warp portals a more interesting choice is to set an ancient homeworld on the side that can only be accessed by warp portal. In that way, forgoing a warp portal would also forgo the potential of more vp, without making it too easy. I'll have to test this out in future games, but I think this will add enough of an incentive for warp portals to show up in the game without being overpowered.
