First game (5p), I had Exiles. I got average tile draws and maximized materials while the other players made alliances and cut me off. After winning a decisive engagement against Mechanema, I turned my maxed out fleet toward the Exiles, but they sortied against me in an uncontrolled sector and their Cloak kept me from threatening their systems until the end of the game. They came second by 4 points.

Why did their cloak keep you from threatening?
