Yes, that's exactly what we've been seeing. However, the Cloaking device/Neutron Bombs has proven to be an annoyance, rather than a winning advantage. Not saying it CAN'T work, but it hasn't yet.
The Low-system count advantage is something I can see being a better situation for them. In fact, that was what I hoped to try, but in 2-3 player games I can't hold them.
