In my experience, this is sometimes much easier said than done. I have experienced many games where I try my hardest to connect to a neighbor who does not want to connect to me, and the tile draw (and the neighbor's efforts) makes such a connection impossible. Heck, I've even experienced several games where my neighbor and I actually WANT to join up, but the tiles we draw make it impractical at best (or nigh impossible) to connect early in the game, due to ancients or bad wormholes on the tiles.
