As I see it this could easily be countered with an increase in the number of tech tiles drawn for instance.

Also, wouldn't it just be good to increase the tech randomness seed?

Can't see the logic that the current rare techs should be limited to just 1 player. All should be able to research cloaking devices (which from what I've read already seems to be an imbalanced favour for the race researching it), interceptor bays and all the other techs if they were available. Can't see the difference between those techs and the originals.
